3. I just want to remind all federations that in case they are not
attending the EFC/CEE Congress, or asking another federation to represent them,
they must give a proxy to these federations, signed by the president and on a
letterhead of this federation. The same applies if a federation is not represented
at the congress by its president; also here the person representing the
president must be provided with the proxy, signed by the president of his
federation.
This message is necessary, as some federations have asked about the
procedure of this question.
